3.2 Transport Policies

3.2.1        Background and General Principles


The Clifton Village Neighbourhood Forum (CVNF)believes that the people who live and work in the Village deserve to have any changes made in the most sustainable way.  CVNF endorse Calderdale Council’s (CC):

 Strategic Objective 1: Sustainable Development:

“to follow the principles of sustainable development in the location and design of all new and refurbished development and associated infrastructure.”

CVNF endorse CC’s definition of sustainability at Policy D1 in the Publication Draft Local Plan, which notes:

” Presumption in favour of Sustainable Development

When considering development proposals, the Council will take a positive approach that reflects the presumption in favour of sustainable development.  it will always work, with applicants, in order to find solutions which, mean that proposals can be approved wherever possible, and to secure development that improves the economic, social and environmental conditions in the area.

Planning applications that accord with the policies in this Local Plan (and, where relevant, with policies in neighbourhood plans) will be approved without delay, unless material considerations indicate otherwise.

Where there are no Local Plan policies relevant to the application or relevant policies are out of date at the time of making the decision, the Council will grant permission unless material considerations indicate otherwise – taking into account whether:

  • Any adverse impacts of granting planning permission would significantly and demonstrably outweigh the benefits, when assessed against the policies in the National Planning Policy Framework taken as a whole; or
  • specific policies in the Framework indicate that development should be restricted.”

In terms of Transport, CVNF also endorse CC’s:

Strategic Objective 7: Transport:

“to ensure the provision of a sustainable, safe and efficient transport system which reduces car dependency and improves quality of life though a balance of promoting economic growth, enhancing environments and improving transport access for communities.”

3.3.2        Transport Policy


Taking the CC Objectives into account, CVNF wish to make sure that sustainable transport is created in all proposals. This means that any Change in the Village (see definition) must:

  • increase the use of sustainable modes of transport (i.e. walking, cycling and the use of public transport); and
  • reduce the number of journeys by private cars.

This is a requirement to ensure sustainability for all.

In the recent past, Councils have sought to improve the sustainable transport credentials of developments by insisting on travel planning.  Reference is made to Leeds City Council’s (LCC) Supplementary Planning Document on Travel Plans (Adopted in February 2015).  However, this use of worthy, but essentially toothless documentation relying on self-policing by operators, has had only limited success. 

The National Planning Policy Framework (NPPF) published in 2018 makes significant reference to sustainable transport (at Chapter 9), and CVNF wish to ensure that sustainable transport is embedded in any proposals within the Village. In Clifton, we wish to ensure sustainability by including provisions in the planning applications and securing them in Planning Permissions by Condition.

All new buildings (of whatever type, but subject to the floor area thresholds etc in Table [TP1]) must have a Bus Stop within 300m walking distance of the front (or main) door.  The Bus Stop must have a shelter and real-time bus information, and the bus service must run (as a minimum) every 10 minutes in both directions, connecting to Brighouse Bus Station and Brighouse Railway Station on every journey, from 05.30 to 24.00 on Mondays to Saturdays, and from 07.00 to 24.00 on Sundays.  (This requirement does not apply to extensions or conversions of existing buildings.)

 For changes which are intended to provide Employment (be they A1 food or non-food Retail; A2 Services;  A3, A4 and A5 food and drink establishments;  B1, B2 and B8 Employment; C1 Hotels; C2 Residential Institutions;  C3 Student Accommodation; D1 Non-residential Institutions; D2 Assembly; and all other Uses (all as defined in the current Use Class Regulations) the following must be included:

  • Measures to Reduce the need to travel will be incorporated
  • Alternative working practices (e.g. flexitime, teleworking, home working, video conferencing;
  • local recruitment of staff (from within a maximum travel distance of 5km);
  • local sourcing of raw materials/produce (from within West Yorkshire);
  • compressed working week (e.g. 9-day fortnight);
  • provision of specified on-site facilities; home delivery of products;
  • co-ordination of deliveries;
  • fleet management.       Measures to Reduce Motorised Vehicle Usage and Impact

  • site layout and design to provide for sustainable transport modes (including covered and locking cycle stands; and electric car charging points for all Employees and visitors); and
  • guaranteed ride home for all Employees that travel sustainably.       Measures to Promote Public Transport

  • pedestrian links to bus stops to be more convenient and attractive than pedestrian links to the car park.;
  • promotion of public transport and personal journey planning websites;
  • offering free personal journey planning to all Employees; and
  • Provision of free bus passes to all Employees to cover their journey to work, and back home, for the full duration of their Employment at the site.       Measures to Promote Walking


  • provision of direct, convenient and attractive (including personal security, landscaping, lighting, and gradients etc) pedestrian routes to bus stops and local facilities including dropped kerbs and tactile paving;
  • improvements to local and nearby walking facilities;
  • the site layout to be designed to maximise and encourage walking;
  • provision of information on the health benefits of walking to all Employees, and promotion of those benefits; and
  • advice on personal safety (including the provision of free attack alarms to those Employees who ask for them).       Measures to Promote Cycling


  • signing up to the Cycle to Work Guarantee;
  • site layout designed to maximise and encourage opportunities to cycle;
  • contributions to the improvement to, and provision of, local and nearby cycle network;
  • provision of convenient, segregated cycle paths to link to local and nearby cycle network;
  • provision of “spares and tools” toolkit for unexpected bicycle repairs on-site;
  • Provision of changing and showering facilities with drying room and personal cloths etc locker, for all Employees;
  • introduction of financial incentives (e.g. mileage allowance for work use, and Government Cycle to Work tax saving scheme);
  • free loan of a suitable bicycle to every Employee;
  • dissemination of DfT/CC cycling promotion and assistance initiatives; and
  • promotion of local cycle maps and journey planners.

 For changes which are intended to provide new dwellings (Use Class C3) the following must be included:

  • provision of direct, convenient and attractive (including personal security, landscaping, lighting, and gradients etc) pedestrian routes to bus stops and local facilities including dropped kerbs and tactile paving;
  • improvements to local and nearby walking facilities;
  • bus passes at the rate of 1 per bedroom per dwelling free of charge for 10 years for the first occupation to cover the bus journey to Brighouse, and back, at all times.
  • the site layout to be designed to maximise and encourage walking and cycling;
  • contributions to the improvement to, and provision of, local and nearby cycle network; and
  • provision of suitable bicycle based on 1 per bedroom per dwelling, free of charge.

“Change in the Village” is any work of civil engineering, building and/or earthworks, but does not include repairs, renovation, refurbishment, extension, or replacement of existing buildings; nor does it include works of a “domestic” nature, such as wall/fence building, concreting driveways, patio creation, adding a Conservatory, or hard landscaping etc.

“Village” is meant to include all the Neighbourhood Forum Area, without exception.

Provision of cycle stands to be at 1 stand per 2 full time Employees, plus pro-rata for part-time Employees, plus 10 % additional provision for visitors.

Electric car charging points shall be provided such that every full time Employee, and pro-rata every part time Employee, can charge their vehicle during their normal time at the work site, free of any financial charge, plus 10% additional provision for visitors.

Example of cycle stand provision.

If a proposed development is to have 20 full time Employees, it must include 20/2 = 10 cycle stands for them.

If the same development also expects to employ 10 people on a part time basis, each equivalent to 3/4 full time, it must include 10 x 0.75 = 7.5; 7.5/2 = 3.75; ==4 cycle stand for them.

Therefore, the Employee total is 10 + 4 = 14 cycle stands.

Allow 10% of the Employee total for visitors = 10% of 14 = 1.4 ===2 cycle stands.

Therefore, the development must provide 14 + 2 = 16 cycle stands in total.

(Always round up.)


Example of Electric charging point provision.

If a development is expected to employ 100 full time staff, and if a car takes an average of 30 minutes to charge up, then a total of 100 x 30 = 3000 minutes of charging time is required to be provided.  (3000 minutes = 50 hours)

If Employees work an 8-hour day, then the number of charging points required is 50/8 = 6.25 == 7.

Allow 10% of the Employee total for visitors = 10% of 7 = 0.7 === 1 charging point.

Therefore, the development must provide 7 + 1 = 8 charging points in total. (Always round up.)

The residents survey asked where people work. 33% of those surveyed are retired or not working. 39% work outside Calderdale. 22% work in Calderdale and 6% work from home.

The survey also asked how people travel to work 60% of residents use their car for work. 40% use the train sometimes. Of those who responded 990% never use a bike and 65% do not walk.
